+Maybe we trust the ensemble to know when **A Decision** is necessary. The [[the_compact:revision-1b]] has this language: "Any active member can call for a decision to be made and recorded at any time."
+But it certainly doesn't hurt to offer guidelines. Possibly in a supplemental document? or an appendix?
